In Russia’s multi-candidate Presidential elections, voting will go to a second round run-off election if no one candidate receives more than 50% of votes in the first round.
The last time this happened was in 1996 during an election where meddling from the United States produced a controversial slim victory for Boris Yeltin in the second round of voting. His opponent, Communist leader Gennady Zyuganov is widely expected to run in the forthcoming 2018 Presidential election.
Currently, the only qualified individual to officially achieve candidate status is the founder of Russia’s LDPR (Liberal Democratic Party of Russia), Vladimir Zhirinovsky.
Today, Zhirinovsky proposed that a second round of voting be made mandatory, even in the event of a candidate receiving more than 50% of votes in the first round.
He stated that those who voted for candidates who failed to achieve the number one and two spot in the first round should be given a clear chance to express their preference in later two-man race. This would, according to Zhirinovsky, increase the popular mandate of the eventual winner.
