In May 2017, Russian President Vladimir Putin signed a decree on improving the state policy in the field of child protection, and in 2018-2027 were declared the ‘Decade of Childhood’. On July 6, 2018, the government presented a plan of activities within the framework of this program for the next three years.
One of the points of this document was the action “a gift to the newborn.” Soon, any mother, upon release from the hospital, will receive, as written in the approved plan, “a set for a newborn with the necessary items of care, mostly of Russian manufacture.
Although several ministries will jointly implement this initiative, the Ministry of Industry and Trade of the Russian Federation was the first to enter the media field, which informed TASS that it is preparing a list of things that mom and baby will receive.
The project ‘Provision of a gift set of domestic goods (‘gift box’) in connection with the birth of a child’ is aimed at supporting families and the domestic industry of children’s goods among the citizens of the Russian Federation.
The list of specific goods that will be included in these ‘gift boxes’ isn’t yet published, but is expected to include a blanket, diaper, overalls, sliders, towel, cap, diapers, diaper rash cream, baby powder, and baby wipes. Similar programs are already in place in Moscow, the Tula region, the Yamalo-Nenets Autonomous District, the Republic of Sakha, the Vologda region and the Republic of Bashkortostan.
Since January 1, 2018, women in labor, registered in Moscow, or whose husband has a residence permit in the capital, receive a box-cradle with the names of 44 goods. There are branded shampoos, light and warm overalls, and a blanket.
According to Rosstat, the birth rate in 2017 decreased by 10.7% compared to the previous one, and the death rate again exceeded the birth rate.
